The eyeliner is indeed matte, but the claim that it "doesn't smudge or run" is not true. After an hour of application, it smudges in the corners of the eyes, and if the eyes tear up even slightly, it guarantees the "panda" look. I have been using Golden Rose eyeliners for over 10 years, but it seems that the formula has changed along with the design. I bought two different ones to try, and I definitely didn't like this one. The brush in this eyeliner is made of some porous material that absorbs the product and applies it without needing to dip it again, but I prefer the classic brush with bristles and a thin tip. The eyeliner itself easily dissolves in water. Maybe it would be more suitable for girls with dry skin, and they won't have the same issues as me.
